As part of a large-scale program to upgrade the country's road network, work has begun on 12,000 km of roads, with 7,000 km already completed in 2024.

The repair and reconstruction of over 7,500 km of roads will significantly improve traffic flow, ensuring more efficient movement of goods and passengers across the country. This includes key routes such as:

• Karaganda – Almaty (879 km): improving connectivity between central and southern Kazakhstan.
• Taldykorgan – Ust-Kamenogorsk (768 km): an important transport corridor for eastern and southern Kazakhstan.
• Aktobe – Kandyagash (96 km): enhancing transportation accessibility in Western Kazakhstan.
• Atyrau – Astrakhan (212 km): reconstruction of an international corridor linking Kazakhstan with Russia.

During a recent meeting between Kazakhstan’s Prime Minister Olzhas Bektanov and the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Kazakhstan, Han Chunlin, important issues regarding the further development of bilateral cooperation were discussed, including in the areas of transport and logistics.

Both sides noted that Kazakhstan and China will continue to actively develop their mutual trade and economic relations, which achieved significant results in 2024. The trade turnover between the two countries grew by 9%, reaching 43.8 billion USD. This confirms the success of the partnership and highlights the need for further expansion of the range of supplied goods.

Particular attention was given to issues of logistics and transport, which are an integral part of the successful development of bilateral trade. In 2024, the volume of freight transportation between Kazakhstan and China increased by 13%, opening up new prospects for improving infrastructure and developing transit corridors. It is important to note that the creation and modernization of border crossing points on the Kazakhstan-China border, as well as the development of border waterway transportation, became key topics of discussion.

In this context, the Komtrans Astana + BUSexpo Astana exhibition, which will unite leading manufacturers and suppliers of commercial transport and road construction equipment, will be an important step in further strengthening the ties between Kazakhstan and China. At a Government meeting, Minister of Transport Marat Karabayev presented key results in the development of the road industry and the implementation of digital technologies.

Large-Scale Road Construction and Repairs

In 2024, Kazakhstan achieved a record in road repairs, with 12,000 km renovated, including major works completed on 7,000 km. Several strategically important highways were put into operation:

• Almaty – Karaganda
• Taldykorgan – Ust-Kamenogorsk
• Aktobe – Atyrau – Astrakhan

Additionally, key phases of the "Kalbatau – Maikapchagai" and "Kyzylorda – Ulytau" projects were completed. In 2025, another 13,000 km of roads are planned for repair, which will bring 94% of national roads and 91% of local roads to standard conditions.

Expansion of Toll Roads and Service Infrastructure

Currently, Kazakhstan operates 3,200 km of toll roads, generating 48 billion tenge in revenue in 2024. This figure is expected to reach 100 billion tenge in 2025, with part of the revenue allocated to further road construction.

Major investors – QazaqOil, RoyalPetrol, and Compass – plan to build and modernize 400 service facilities, including gas stations, truck parking lots, and rest areas. Total investments will amount to 120 billion tenge.

Implementation of Digital Technologies

A major step in digitalization will be the "E-Joldar" unified platform, which will consolidate all road data. Its launch is scheduled for 2026. Other initiatives include:

• AI-powered road condition diagnostics
• "Average Speed" system to monitor traffic violations
• Integration with ERAP for process optimization

Development Prospects

By 2029, Kazakhstan plans to upgrade 3,000 km of roads to first- and second-category highways, enhancing the sustainability of the transport sector and the economy.

The government remains committed to actively modernizing the road infrastructure, making it safer, more efficient, and technologically advanced.

Share of Kazakhstan сarriers

As of January 1, 2025, there are 9,500 registered transport companies in Kazakhstan, operating a total of 92,900 trucks. Out of these, 58,000 trucks are actively moving cargo to CIS countries, including China and Uzbekistan. Around 2,400 companies, with over 35,000 trucks, handle international freight transport. Over the years, Kazakhstan carriers have been increasing their share in international transportation, reaching 51% by the end of 2024.

New rules for international freight transport

Starting January 15, 2025, a new system for issuing international transport permits has been introduced. The main goal is to speed up the process and reduce corruption risks. Applications can now be submitted through the E-license platform, cutting processing time from two business days to just 40 minutes. Permit documents are also issued much faster—previously, it took 8 days, but now they’re ready in just 1 day.

Another major change is that a company’s transport history is no longer considered when issuing permits, creating a more competitive environment. Additionally, permits will now include company and vehicle details and will be registered in the “Bürkit” system to prevent illegal resale on the black market.

Payments and deadlines

Payments for permits must now be made online, and the payment deadline has been reduced to 40 minutes. Previously, permit processing could take up to 100 days, but with the new system, transport companies can receive their permit within 30 days. This significantly improves logistics and planning.

Some in the industry worry that the new rules could create difficulties for Kazakhstan companies, especially given external factors like delays at ports or border crossings. The Ministry of Transport of the Republic of Kazakhstan is actively transitioning to a fully digital system for monitoring the weight and dimensions of freight vehicles. This initiative is aimed at preserving road infrastructure and managing transport flows more effectively.

📊 Why It Matters
There are over 450,000 freight vehicles registered in Kazakhstan, operating daily across the country. Overloaded vehicles — exceeding legal weight or size limits — contribute to the deterioration of road surfaces.

Manual enforcement has proven insufficient and inefficient.

⚙️ How the System Works
By the end of 2025, Kazakhstan plans to install 220 automated weighing stations (AWS) operating 24/7, providing real-time monitoring of vehicle weight and dimensions.

Violations are automatically detected, and administrative fines are issued.

Currently, 59 stations have been installed

• 30 on national highways;
• 29 on local roads.
• Installation of another 95 stations is underway in various regions.

🚨 Results So Far
Since the system’s launch in September 2023, 3,284 violations have been recorded. This is 12 times more than in previous periods without digital enforcement, clearly demonstrating the system’s effectiveness.

The Eurasian Economic Commission has adopted a decision that will have a direct impact on Kazakhstan’s commercial transport market. Starting this autumn, individuals will no longer be allowed to import trucks with a capacity of over 5 tons, buses with more than 12 seats, or special-purpose vehicles.

A three-month transition period will be granted for those whose vehicles are already in transit.

From now on, the import of such categories will only be possible through official dealers and companies. This measure is expected to bring greater order to the market, strengthen the role of distributors, and raise safety standards. At the same time, individuals will still be able to import passenger cars, light trucks, minibuses, and trailers up to 3.5 tons.

Experts note that in the short term, the cost of commercial vehicles may rise, but in the long run, these changes will create conditions for stable industry development and an increase in official supplies.
